That money goes to people's pockets, not roads. That money also goes to road diets, in a time when traffic is becoming heavier and the use of rideshare technology has been increasing. It also goes to things like busses, at a time when transit counts have been declining.

Just this week, the Governor decided to Get To The Bottom of California's high gas prices. He can't seem to figure out why they're a dollar more per gallon than everywhere else. It certainly isn't the gas tax increase from last year.

As for the good weather comment:
Because the roads have been so badly neglected and poorly maintained [to cut costs and redirect spending to government salaries and free healthcare for Illegal Aliens] every single time it rains [not very often], potholes rip open the streets. Most cities continually maintain their streets, filling cracks with tar to prevent water from getting under the pavement, resealing streets fairly often -- this doesn't happen here. It's all reactionary responses. Throw some asphalt in a pothole and call it a day.
