Good question ER.
The Navy did not allow sailors to have civilian clothes on Navy ships in those days. Therefore, the sailors kept their civilian clothes in a downtown ''locker club'' to wear when they went on Liberty.
Every Navy port city had lots of ''locker clubs''.
