Doesn't matter. It's the same with the Empire State (they moved the queue up). Only a certain amount of people will be allowed in at a time.
As a result, there are times when there are large lines/crowds outside the building. It will be the same here, with massive busloads of tourists
being dumped on the area. There is a limited amount of elevators to take people up and down from the decks.
