Curious structure? Something at or near Mines field - to the SW?

Some parts of Manchester are listed as Blvd while others are listed as Ave. Anyone shed some light on this?
No, it's looking east on Manchester from just west of Lincoln, before Lincoln was built:

GSV

The "curious structure" in the distance is the gasometer SE of Slauson and Crenshaw that was just referred to in a recent post: http://forum.skyscraperpage.com/show...ostcount=26683

Manchester Avenue is in Los Angeles, and Manchester Boulevard is in Inglewood.
