Agreed...very suspect, especially considering this information came out two years ago and the Saporta Report (
http://saportareport.com/blog/2013/0...federal-grant/) published an article last year regarding Atlanta's solution to the issue by way of a $30 million grant from the New Markets Tax Credit Program.
