Urban areas, which disregard arbitrary municipal boundaries, are the most important metric. Use urban areas, and SF is indeed a far bigger city than San Antonio or Austin. If SF had annexed its suburbs like those cities, its population would be around 4 MM (while leaving the east bay as another large city, 2-3 MM people).
