I'm listing it here in the Winnipeg section because the majority of the people in this province live in the city...as such the stats will be significantly affected by changes in the crime rates in Winnipeg.

It appears those huge annual increases in the police budget are making Winnipeg a safer place huh?
It's gotten bad in small towns like Portage la Prairie too, so I'd be curious to see it broken out by city. One murder in a town of 13,000 would have a huge effect on crime rate.
