Yes, the rising steel is definitely this project. There isn't anything but the Bay (and the Giants ballpark) in the background. And they've been drilling/pouring caissons for some time.
On April 5, in fact, Andrew Nelson at
SFYIMBY reported "steel rises", but it was hard to see over the fence and to distinguish it from the various drilling rigs at that time. Now it's obvious.
