This makes no sense at all. It's the loop. Buildings and rooftops can see into other buildings. If the courthouse is concerned, they should put up curtains.
Or just get rid of the rooftop deck, that can't be a deal breaker.
These buildings are abandoned. They will deteriorate and have to come down if they aren't occupied.

There were a lot of security concerns / sightlines stipulated in the RFP IIRC. Surprising that it's coming up now. Hopefully these buildings are still rehabbed.
