North downtown is probably the most likely place as it is already city owned and set for redevelopment. However the mills will not be removed as per the masterplan they are to stay in place. I dont think you will see them move unless you move those rail lines and then whose to say they will rebuild anywhere near Saskatoon? Im not sure what those mills bring in yearly but losing both those mills may hurt enough economically to sway a decision. They are probably worth preserving overall unless you can make the case that it will be more benificial to move/remove them along with the rail lines.
