From the recent picture of PAC construction from the YIMBY forum (as someone else found and had access to on the
skyscrapercity forum), it appears that the marble tiling on the side of the building facing west is being completed first.
Coincidentally, the side of the building facing west is the side of the building closest to the east plaza of One WTC, which has already been completed:

This could mean that if work on the marble tiling and other construction work will wrap up first for the side of the PAC facing west, the east entrance and plaza of One WTC might be open to the public as early as next Spring.
