From the recent picture of PAC construction from the YIMBY forum (as someone else found and had access to on the skyscrapercity forum), it appears that the marble tiling on the side of the building facing west is being completed first.

Coincidentally, the side of the building facing west is the side of the building closest to the east plaza of One WTC, which has already been completed:
