They will probably build out the steel for the Culture Shed Plaza/Fairview Market first, which they have started doing in the last couple of weeks. That's why that Bay Crane hydraulic crane is in the photo.
In addition they have to finish the west end of the Amtrak Gateway tunnel box concrete casing, which was captured last weekend in this 325ccr photo. The photo is looking down from the east side of the 10th Avenue viaduct; the northernmost foundation of 15 HY will go somewhere in the photo or just right (south) of the photo view.
