Correct me if I'm wrong but the two main highways leading into St. John's, the Outer Ring (route 1) and Pitts Memorial (route 2), are maintained and operated by Federal and/or Provincial governments and I don't think St. John's has any jurisdiction to put up a toll booth. If a tooth both did go up I'm pretty sure revenue generated would go into provincial or federal coffers and St. John's wouldn't see any of it. On the other hand Gushue highway will be operated under the city - I don't see any issue with tolling that road if need be.
