i believe that is the plan. i've watched some of the city planning meetings where the developers shared updates on the progress, and they're on an aggressive pour schedule. I'm sure the core will be topped out before the holidays.
here's a nice shot from boisedev.com that shows the property on the right center of the image before construction began. the building should just about reach the top of the image when done:
the surface parking lot in the lower left with the diagonal spaces is where the 14-floor YMCA apartment building will go, so this end of downtown should have some nice density soon.
