As
NCD says, the original Dick Whittington image at USC is dated 1955. Here's a detail view of the Hill Street Terminal Market. Maybe the cars will support the later date.

The "tanks" seem to be decorative urns. They also appear on the 1928 image and another I found which is dated 1926.
