I thought the province built an interchange at Sarcee initially that was on the basic side. The city very well might have paid for the upgrade. The City's website indicates something similar will be happening at Shaganappi and a new interchange at 11 St. N.E. No cost info is provided. The 11 St. N.E. interchange has been talked about for years. I can see developers/businesses helping to pay for that one.
