I've since remembered
this blog post by Larry Harnisch re: an old Nuestro Pueblo article about the U.S. Hotel, indicating it was, indeed, established before the Civil War. So it appears probable that those two photos could have been taken from the exact same vantage point in the U.S. Hotel, after all, 62 years apart.
I also note with interest that, in the 1925 photo, the majority of the Temple Block had already been razed for the construction of the new City Hall. I didn't realize before this that site preparations started as early as that...
