Although I think there should have, no. However, there are two other nearby bridges that are upstream and downstream for pedestrians and bikers - the historic Eads bridge (downtown, Washington Avenue) and the Chain of Rocks/Route 66 bridge (upstream) for pedestrians and bikers.
