The way I understand it Uber and Lyft are against any regulation that would make their drivers appear more like employees than independent contractors. If the drivers are employees than the companies have to pay overtime, unemployment insurance, etc. They spent more money fighting the background checks than it would have cost to fingerprint all of their drivers so there is definitely more to it.
