It isn't remotely similar, because the Eiffel Tower is built in parkland, and surrounded by protected, historic neighborhoods, while the ESB is built in the middle of Midtown, and surrounded by extreme density with few height or historic preservation protections.

And that Hotel Penn site will eventually get a huge tower, just not right now. Vornado has continued to assemble air rights for the site.

And right across the street is a development site with twice the air rights of Hotel Penn- MSG. So the ESB will be topped anyways at some point.
