I've been blessed to have eaten at Little Louis' a couple or three times.
Holy smokes the food there is good. Expensive but really quite fabulous.
I haven't been to the Windjammer in many years so I can't compare, but Little Louis' has to be the top, or at the worst among the top two, restaurants around.
I've had steak there, lamb and last time I had their lobster pasta which was truly to die for - and it was the least expensive thing on the menu!
Bring money though.
