Besides, according to the article (from 2006), they were supposed to abolish the Bezirkslisten by 2011, but they haven't done it. Why?
Also, I don't know how they can allocate the Mitglieder to each party in the Abgeordnetenhaus, given that some parties have Landeslisten and some parties have Bezirkeslisten. How do they then decide how many Mitglieder each party gets?
