The 95 Ortsteile (Neighbourhoods) only had administrative importance before 1920 when these entities were independent counties or cities. After the creation of Greater Berlin the Ortsteile were mainly used for statistical purpose and serve the citizen for geographical identification. The lowest ranking administrative entity in Berlin is the Bezirk (District/Borough). After a reform in 2001 Berlin created 12 Bezirke. Within the Bezirke the
Bürgeramt (Citizens Office) is one of lowest ranking official service centers.
