I think the 50-year standstill is supposed to prevent either incorporation or annexation, but I can't help but think the Woodlands is going to end up in Houston eventually, as will Springwoods. The locals may not like it but it will prevent the city from being noosed by independent suburbs (e.g., Dallas, Atlanta, St. Louis).
