Now you see it, now you don't. An ongoing experiment in traffic control?

I see two traffic signal lights on posts similar to the headless lamppost. Assumed there were no electric signals in the '54 image mostly because of the stop signs in the shot. Upon reflection, the bus may be blocking a signal. I suspect I would still stop at a green signal if the same intersection had a posted stop sign.

Returning to the large Hancock image, there is a snippet of what appears to be a very imposing structure toward the left of the residence, which I assume would have been in the direction of Vermont. Any idea what it was/is?
