Yes, this tower is not properly in Paris but in Issy les Moulineaux.
Paris proper is small because the limit don't change since 1860. so many muncipalities outside Paris proper are urban.
Officially Paris has 2.1 million inhabitants, in reality there is 6.8 million inhabitants that living in the dense city of Paris, and 5 million other inhabitants live in suburbia.

Actually it is not in Paris proper, so you can concidere that this area is not Paris but honestly could you argue that it is not Paris.

That's why many people speak of a Greater Paris, the most conservative ideas is just to give at Paris it real size. The actual Paris is like New York with only Manhattan where Brooklyns, Queens and Bronx are suburbs.

The height limit in the inner city could change, the actual mayor want to build new high-rises, so in the next years tall building could be inside Paris proper (of course not near the Louvre )
