I gather they are a little more open to taking photos within Pyongyang than in the countryside or other cities. From Google Earth and the few photos I've seen from on the ground, the capital is much better off than the rest of the country, including the power supply. Some have probably seen the power grid map image where Seoul is lit up but there is only a blip around Pyongyang in the north, the rest of the country dark.

Even just adding a bit of color to those apartment blocks would go a long way to add a little, for lack of a less trite term, soul to the place. I guess the drab concrete everywhere makes the colorful propaganda posters stand out even more.
