^^^ That's probably where the intermediate horizontal support is behind the brick.

That means there is weep holes in the grout line immediately above that horizontal joint that allow any moisture that gets in the cavity behind the brick to drain away.

I could be way off - but I suspect that is what you are seeing there.

I think I have mentioned before that this type of stone(?) has never been used for this purpose in Winnipeg before. Hopefully it's up for the task.
