No, they still dont have a tenant. The height/size increase was merely an option, the building could still go forward in the smaller version if they cannot get a large enough tenant in an appropriate time.
I would imagine Oxford will hold out for a larger tenant and we will see the full build out of the tower, as their holding costs aren't too bad on the site, but they could hit a nice ROI on a smaller tenant and pull the trigger. You never know.
