Depends.
In general: There are around 40 offices (Bürgerämter) in the city spread evenly over all 12 boroughs (Bezirke) dealing with most of the services you are asking for (renew your ID card, passport, documents etc.). Voting papers are always send to your address of residence (as a German). All things concerning driving licenses or car registration are dealt with in 2 major offices (KFZ-Zulassungsstelle). All business and tax relevant issues are dealt with in offices called "Finanzamt", one in all of the 12 boroughs is guaranteed.
