In addition to developing the waterfront, it would be encouraging to see some interest in developing around Highland Ave Station. I'd need to look at the zoning, but I'd be somewhat surprised if you couldn't make an affordable housing project work at that station, just a short ride to Philly or Wilmington, and a few blocks from the waterfront (an under-discussed angle of the Wilmington SEPTA upgrades is the benefit to Chester and other points along the line).
