At first I thought it was the old jail, but then I noticed the peaked 'turret' on the left side corner of the building. Are we actually looking at two buildings here?

That's the Amestoy Block, seen here in 1955. I'm sure we must has seen this image before on NLA, but a quick search only turned up a similar black and white shot from the LA Times (there were many other images and posts about the Amestoy Hotel/Block). It was finally demolished in 1958.
