Actually it makes perfect sense.
VIA is a political apparatus first and a rail service second. When you have 14 of Ontario's federal Cabinet Ministers from the GTAH and squat from all of SWO, small wonder London is not a priority.
Half of those myopic Toronto-centered Cabinet Minister probably think that rail service to London requires a Trans-Atlantic bridge.
