They look like port holes, but street numbers "6594" appear on the extreme right of the structure (nearest Wilshire).

For a little context, posts from the immediate area, circa 1940 can be found here: http://forum.skyscraperpage.com/show...ostcount=20226 . Sardi's (or whatever it was called in 1940) low profile keeps it hidden in these pictures. Tracks may have provided a convenient means of transporting "Sardi's" to that location.
