It's no coincidence you're seeing an explosion of development on North Broad Street. It's not just because it's near Temple. It's because all of those zipcodes are federally certified opportunity zones.
Interesting article about the opportunity zones. I had heard of the federal legislation, but not paid much attention to it. Based on the article, this was a Trump-signed bill, based on a bipartisan proposal from Sens. Corey Booker and Tim Scott. Looking at the map in the article, a lot of the areas shouldn't be opportunity zones, like the university campus part of university city or Fishtown. Otherwise, it seems like a good policy.
