11 floors will hardly "add" anything to the skyline in fact... looking at the pic posted a couple posts ago, the new building's likely going to be even shorter than the comparatively tiny black/white one in the forefront of the bunch (which seems to have ~13 floors).
However I must say you're totally right on the core point: a new well-designed building, even though it's small, will be a welcome addition to the area.
