Yeah they will be forced to redesign. I know cost cutting sometimes literally comes with a massive reduction in quality, but it could be done. Even with minimal creativity. Typically some crap does get pushed through, as evident with some of Miami's budget developments, but for a design to be denied, it really has to be rubbish.
Like there is crap on the floor, and than crap smeared on the walls and all over the ceiling. This is not on the floor, but everywhere. Its a atrocity (like what you tend to see in Penn Station bathroom stalls for example on an early 7 am day).
