Well the Coach Tower is starting in October, so I doubt something starts before that.

Assuming that construction of platforms needed for Hudson Yards North, HY Mixed Use, and Manhattan West don't count, regardless of their tenant situation, I'd say One Hudson Yards.

The Girasole can't start until the 7 train extension is done, and Hudson Yards North and Brookfield's Manhattan West need massive platforms built before the towers can start, so One Hudson Yards has the earliest delivery date to potential tenants. My two cents.
