Markets like Ottawa, Halifax, and Quebec City are pretty small. Toronto attracts passengers from all these cities PLUS Montreal. Here's some stats I got from StatsCan:
Halifax-Phoenix: 4,700 pax per year
Quebec City-Phoenix: 1,8000 pax per year
St. John's-Phoenix: 1,000 pax per year
Ottawa-Phoenix: 12,000 pax per year
We only stand to gain from Halifax, and maybe some Ottawa connecting pax. St. John's and Quebec City's connecting pax is negligable.
I do agree, however, that seasonal flight might work.
Also, don't forget, Phoenix is now a Star Alliance hub because of US Airways, so Phoenix can become a Southwestern USA connecting point for Montrealers continuing on to San Diego, Palm Springs, Tucson, and Mexico.
But like I said, the priority for now is Houston and Charlotte, and perhaps Raleigh/Durham. After we get flights to those cities, Phoenix should be added next.
