It would be nice if there was a better East-West connection to Rainey but Waller Place is going to eat up all that land and Willow St.

I agree with this. It seems that any crossing into Rainey would be difficult to get approved anyway. And, since the Statesman building will likely go away at some point, the angle wouldn't necessarily need to be so sharp there and could provide a backbone for a grid for future development on that site (and hopefully the neighboring state-owned sites, etc.).
