Toronto has plenty of abandoned factories, decaying buildings, graffiti, homeless people, and dirty streets too. So does just about every other successful city (New York, London, Paris, whatever). While some of these things are definitely undesirable (like homelessness and a loss of manufacturing jobs), they aren't necessarily indicative of a failed city or society.

Not much. Economic growth and unemployment in Quebec right now is about average for Canada, which is pretty good by international standards. The only real "issue" (at least, as seen in this thread) is the industrial decay...which is no different from any other developed country.
