I think it's more than that. Houston's downtown core seems to encompass a larger area and just has a more urban feel to it. There is also a certain grittiness and greater multicultural presence to Houston that gives its downtown a bigger city vibe. Though neither currently (and likely never will given how and when the two cities developed) has a downtown that is as vibrant and truly urban as many smaller US cities, I hope both continue to increase their downtown densities.
