Do you mean more volume as in needs more high rises? If so, more high rises are definitely being built... but Philadelphia is very similar to Boston in regards to high rises. Philadelphia has a lot of areas with height limits, strict zoning laws, historic low rise neighborhoods, etc. etc.
On top of that, Philadelphia's economy is slow growth. With a faster growing economy, Philadelphia could probably see maybe a few more high rises than it is currently building, but due to the few areas you can actually build high rises, I just don't see Philadelphia ever being on Chicago's level.
