Well the individual amenities are expensive but the park itself is still great to walk around in. You can get into the sculpture garden for free still. In a lot of ways Assiniboine park reminds me of the Englischer Garten in Munich (I only wish it had the beer gardens to match).
I think it's ok to charge admission to amenities within the park as long as the park itself remains accessible for free
