Correct me if I'm wrong, but doesn't England have a really bad housing shortage? I've heard its even worse than most US cities.

After reading the article I'm guessing the Royal Institute of British Architects (RIBA) and the Town and Country Planning Association (TCPA) are the biggest beneficiaries of the current system hence the reason they're complaining about the potential changes.
