There is/was a river there. It flooded downtown and surrounding areas so a flood plain and levees were built in the 1930s.

Really? That's interesting. I would have thought that a suspension bridge would not be the most cost-effective way to span the flood plan (given that any bridge crossing would not need to be very high, and I would assume it's easy to construct a causeway bridge when it's not flooded).
