Not true. NJ Transit already said they will turn it into regular service once the complex opens.
There currently is no regular service because there is nothing there. They currently only run service when there are events at the stadium or arena. Obviously this changes once there are tons of hotels, shops, attractions, etc.
The whole point of the chosen location is to take advantage of the rail access to Manhattan.
