718-720 S Broadway was at one time known as the Wiley B. Allen Building-- W B Allen was a major West Coast music dealer. (All those random earthquake plates don't inspire much confidence....) Although I haven't found any vintage shots to confirm it, this distinctive sidewalk was apparently at the entrance to the company's retail store at this location, which must have succeeded an earlier store at 416-418 S Broadway:
