Also, what are those diagonal lines running down the sides of the hillside. . . fences? . . . pathways? . . . pipes? ....

This is Temescal Canyon, between Palisades High and PCH. The diagonals looks to be a variety of things. The nearest one seems to be a fence, but could also be a swale for runoff. It does appear to be some pipes also, so I’d guess that the drainage from the properties goes down into the canyons.
