A guy once told me, "I just want a budget". He was referring to his job at work. Left it because he didn't get a big enough budget. That is how people in gov think. they want a budget. they don't want to save tax payers money. to use the funds efficiently, they want a budget. and so, Prop A comes out. Best Budget Ever!
